Possibly conjecture, but I wouldn't be surpised if the 'registries' (Link, Computershare, etc) don't offer 'value-add' services (for a fee obviously) that may or may not include 'sample-polling' (eg; phoning holders on behalf of the issuer, VLA) and/or providing visibility (dashboard) on 'pre-polled, online-votes' to date, so BoDs and Execs have a 'insight' into 'probable' outcomes...
Pretty sure any 'instos/sophs' don't and/or won't reveal (vote online) until it makes it a little difficult to 'architect' a solution if it isn't aligned to the BoDs thinking, so like 22-24 May, leaving only days to scramble, meaning, unless they're 1000% confident it's a 'YES' vote, I imagine they'll have to 'maintain' plans for either outcome...
