I think it would be quite difficult to launch a Pearl Harbour type attack on Garden Island.
If they are able to get there without detection, I want to be at my town of birth (Alice Springs).
In my experience, Defence would probably plan for the worst case scenario. If they over produce power and freshwater, they can always sell it into the grid.
If you look at a satellite picture, there is ample space for a much bigger solar farm on GI.
A solar farm would be much easier to rebuild than a bombed coal powered generator or a smouldering nuclear reactor.
