WEC are probably relying on the 56.05% of Kangaroo Resources shares, frozen by Aussie courts, and owned by Bayan, to put pressure on them to pay any award by the Singapore Arbitration Court once it reaches Tranche 3. Tranche 3 being the award stage in the case.
Puzzling that Bayan would be interested in bidding for the outstanding shares in Kangaroo Resources at this stage?
