From reading between the lines here, this announcement was only to outline that they have secured a feed from the local power station. Isolated from the local grid.
The conditions mentioned within the announcement was the requirements that the "power station" deem to be financially feasible for them to install the new HV Feed to GMC.

Wouldn't look to deep into all the numbers mentioned, as i see this as just a guarantee they cover the expense of the new installation. Good news is we wont get tripped if if there is a fault on the local grid. (keep producing)
