There hasn't been a public CR for a long time. It will most likely be raised on invitation from a select person or persons as it has been for quite a while.
While it means people don't get the opportunity to partake, they an buy cheap enough on market right now.
This also speeds up the process instead of the time and expense of a drawn out public CR.
