Agreed though China is a special case in difficult given it's authoritarian protectionist government, high levels of corruption, and massive cultural and language barrriers. My company is also present in China and the business case makes absolutely no sense.... we seem to be doing it simply because our competitors are.
New Zealand is a different story though as it's culturally similar to Aus. The guy in charge at Shine in NZ - Andrew Hooker - is a local:

However none of that by itself means an NZ expansion is a good idea. Quoted from the article on the new building:
So effectively Shine plans to corner a tiny market. The open question is cost vs benefit - presumably Shine has done this analysis....
