The issue now becomes credibility and bankability.
At present due to the current state of the financials, it is highly improbable that a government or industry would entrust CCE with a project of that size for fear of them going under. The financials are too weak.
CCE need to make some wholesale changes across the entire business, starting with a reduction in excessive executive and senior management salaries.
