    The application was made on the 5th July 2017,  obviously ROC Building had this deal organised well before any announcement by Grange management.  Possibly  a deal with the relevant owner of the apartments had been made well before Grange came in as the sucker to pay the monies. According to the application the apartments were owned by Kerry Dianne Duncan . ( although this is not fully clarified)

    I would like to clarify that I'm  not against property developments and making money, having personally developed a marina, commercial industrial factories and residential real estate. All of which I still own.  However, there are ways and means of doing developments and I don't think that Grange management are in a position to objectively evaluate this project, I would like to know what expertise they have.
