I might be able to help here (BSc Chem), they look to be using Silane Quats as the active ingrediants. Major manufacturing is done by Dow Corning, found in existing antimicrobial products all over the world. FDA starting granting licence to these ~10yrs+ ago, so it would have been relatively easy to get approval on their formulation. Not an expert on these guys, just inital impressions DYOR
