Geo-political risk is an excellent point, especially in the context of how the upstream states in the MDB tend to have little regard for those further downstream. Having said this, it is unlikely that any of the water that was returned to the basin for environmental purposes is going to be made available for irrigation or other purposes any time soon.
I concur this is a risk, and it could lead to disastrous results for both the Basin and D2O. However, I'm also mindful that the Basin has been a political hot potato for many years, especially in Victoria and SA (although the claims of water fraud in the upstream states is also emerging as a potential new political crisis to deal with). Notwithstanding said upstream conniptions, I expect the status quo to be maintained for the foreseeable future.
