I suppose they've done their market analysis and they've come to the conclusion that there is a small opportunity. Maybe people paying for their phone plans is the likely user scenario. But even then it'll only be a selection of Chinese tourists.
But NOV knew that they could get this running quickly with little cost. So just another tiny revenue earner for Nov.
