I am not so sure - I live in SA and the Libs really didn't give the impression that they wanted to fight the Federal battle. In fact, they were talking about getting more installed batteries into private hands and then to add to that the NSW interconnector proposal. Really its not a state that logically is going to build baseload power so really it's looking to secure power as I see it.  Labours policy was getting out of hand as I saw it. No-one really wanted a whole heap of diesel generators firing up - No-one was even prepared to venture what this ongoing maintenance would cost.

The SA Libs I think are trying to find private solutions to the problem. They are looking to subsidize around 40,000 solar installed users to put in batteries. That could be a huge success - I am looking to wait for that as it makes batteries viable here. Right now its just too long a payback. With $2500 I would go for a system between 10Kwh to 12Kwh. If all 40000 did the lower its unlikely that we would have the blackouts to cope with the peak demand. The only thing that isn't currently in the spec is the ability of the power company to signal you to use the battery power and if you gave me $2500 I would be prepared for thatto be added.

I think this report is fairly accurate.
