Sorry but option valuations are not so simplistic ...
As they 3 years till expiry, RLC has high stock volatility, and options offer leverage --> additonal value over basic intrinsic value.. plus you have supply and demand dynamics.
There are additional factors to account for no doubt.
Look at other options that are similarly far out of the money you'll find they trade well above what you might expect.
