What you say is what most Australians would agree with, however, countries in South America, and many other parts of the world, don't think that way.
They want the money but they would rather have a siesta than get off their butts and do something to help themselves. Then their is the corruption.
We went through all this similar reasoning with the Chanape permit but it made no difference to the time it took.
