Does Dragon have a right to start mining in Kaapelinkulma any time?, page-11

Valkeakoski people´s appeal about Kaapelinkulma permit has been for months in Vaasa Administrative court, but Dragon has once again failed to inform about this. Below is the statement of the city council of Valkeakoski, and linkage to the official document.

The statement is in contrast to Dragon´s claim that it enjoys good relations with locals in Valkeakoski for Kaapelinkulma mine.
The information in Dragon´s releases says that it has right to start mining, and it informed when permit authority dismissed the appeal, but not about the further appeal to the administrative court.  Furthermore there is no decision about the TUKES  terms and guarantees.

Stament of the city council of Valkeakoski about the appeal of Valkeakoski people about initiative to alter the environmental permit of Kaapelinkulma mine for the administrative court of Vaasa after the permit authority, which gave the permit denied to reconsider it.
The city council has changed from conditional "should" to "shall", when comparing the statement, which was given to the permit authority.

"Valkeakosken kaupunginhallitus katsoo, että kaivoshankkeen osalta tulee laatia ympäristövaikutusten arviointi huomioiden alueen vesistöihin mahdollisesti tulevat virtaumat ja tämän perusteella vakuudet tulee määrittää vaikutusten arviointia vastaavaksi (riittävä vakuus hankkeen kokoluokkaan ja riskeihin nähden). Kiviainesten ja malmin kuljetusreitti tulee arvioida uudelleen ottaen huomioon tiestön rakenteellinen kantokyky ja liikenneturvallisuus sekä
selvittää vaihtoehtoiset tielinjaukset. (Kj)"

"The city council considers, that an environmental impact assessment shall be provided considering possible water streams coming to the waterways of the region and based on that guarantees shall be defined corresponding to the impact assessment (sufficient guarantee based on the size and risks of the project). Transport route of the ore and stone materials shall be reconsidered evaluating the structural strength of the roads and traffic safety and by examining the alternative road positions. (Mayor)"
