Victoria is competing for the project against Queensland, and a decision is due to be made by the Federal Government’s National Security Committee in the coming months.
The deal is worth up to $20 billion and is expected to create hundreds of jobs.
It has prompted a slanging match between federal politicians from both states who have questioned whether the decision will be based on pork-barrelling in marginal seats.
The AMV35 tank would be built in Victoria if the state wins the tender for the Land 400 contract.
RUAG, on Mountain Highway, would be in charge of making the external armour plating for the AMV35 combat reconnaissance vehicles.
It would be the first time the technology would be built in Australia.
RUAG Australia’s managing director John Teager said the Land 400 project would create potential for future export opportunities.
“The sort of technologies we’re starting to establish with this program, the ultimate goal is to export this not only wider in the region here, but perhaps globally,’’ he said.
RUAG is one of a number of defence companies that would be involved in the supply chain of the Victorian bid, led by BAE Systems.
BAE would build the war machines at the former Holden Factory in Fishermans Bend.
Aston federal Liberal MP Alan Tudge said the Land 400 project would create manufacturing work across Victoria and “fill some of the gaps from the car industry”.
Mr Tudge was among a group of federal politicians to visit RUAG this morning to promote the Victorian tender.
Aston federal Liberal MP Alan Tudge and Deakin Liberal MP Michael Sukkar look at a model of the AMV35 with representatives from RUAG Australia and BAE Systems.
Former defence minister and Menzies federal Liberal MP Kevin Andrews praised the company’s record supplying world-leading defence technology and said the biggest benefit was its “protectability” keeping soldiers safe.

Mr Teager said the armour was developed by their parent-company RUAG Defence Switzerland and was already used by other western armies in the Middle East.
“It’s combat proof and has been shown to have saved lives,” he said.
BAE is competing for the contract with German company Rheinmetall Defence Australia that would be based in Queensland.
