Contracts with local government require you to source certain aspects of the tender from local sources. You will see weighting’s applied for local content for the workforce among other weighted requirements.
LLC have the capacity to provide a local workforce almost right across the country whereas EMC can only provide it in WA. Thus the partnership with LLC
Each of the 4 or so criteria build up to a points rating out of 100.
