Not sure as to one seller and/or one buyer though.
The pattern suggests a transaction often occurring between 6.5 - 7 cents or so but conditional to a build up of volume.
Not sure what that means, but I suppose if one was to keep accumulating ( whilst news remains absent) then one can adhere to this pattern of trade.
