Looking for production ready cobalt miner

Hi all

I am heavily invested in lithium and rare earths and looking to add cobalt to my portfolio. I am relatively risk averse so looking for a stock that is:
- about to enter production, producing - not scratching the surface or drilling exploratory holes
- mine fully permitted in a country where rule of law is well established - not Africa
- would like a company that processes or plans to process the end product, not just ship ore.

Any recommendations plus your view on their competitive advantages.
