- 'today' & 'under current circumstances' both provide ample wriggle room for a politician to change course & accept the landowner decision.

In addition to this it should be noted that the Finance Minister has been outspoken recently pointing out the Mining Act -

Bougainville landowners own all the resources on their land and the Bougainville government only facilitates resource development, says Bougainville Finance Minister Robin Wilson, pictured.
“Unlike the rest of Papua New Guinea, landowners in Bougainville have the power to allow or disallow exploration and extraction of minerals on their land,” he said.

And the Mining Minister, Masano, who had been very outspoken in favour of BCL in the 2nd half on 2017, finally issued the formal rejection to BCL in writing.

It seems to me, freefall, that the any dispute within the ABG has been resolved & Momis is fully back in charge as President & leader of the ABG. And, a possible interpretation of Momis' remarks is that Panguna will be mined.
