RTG have gained crucial/pivotal/vital trust and cemented a JV with the pit landowners.
I see a clean "political" sheet of paper being drawn up with the moratorium in place whereby ABG and other LO groups can in good faith negotiate with the JV for a piece of the pie that somehow accounts for past grievances and assures future mine profit distribution to locals.
Not an easy agreement to reach but a necessary one for Bougainville to prosper post independence
