GoodE - I won’t be shutting / shouting you down. Good points you make. All I would say the purpose of a RFP is for the party responding to say what they can do. It will then be for Govt to be convinced, or not, as they best see fit. If they are, they award based on what was submitted - I don’t see them saying you Bid for 10 initially but here is eg 50 because we think you can do better than 10.
