The offer has to be better than the offer of 'other buyers'. That's the market. I guess, most buys in the past few months have been the institutional buys and short covering. The oil fundamentals have changed and so is the sentiment. In addition, the offer may come out anytime/day according to the article. Maybe worth holding for another couple of weeks at least
