Usually the language is a give away. Usual CR lingo sounds like this

" Pending an announcement regarding a Capital raising "
from DTZ this morning.

This is from MEI this morning
" a proposed funding package to raise additional share capital "

Proposed Funding Package sounds every bit like a proposal by some company or fund etc to MEI to have their foot in the door and for the company not to go down in price too much in this proposal compared to a straight S708 CR + SPP. There is a very slight chance of entitlements offer too like 3 for 10 at 5c or something like that to all existing. Most likely a cornerstone with deep pockets is my gut feeling.
