CH was originally (in-part) a software development company. C4 was built entirely in-house, and is still used by a number of other collection agencies outside of CH. C4's issue is that it is built of extremely outdated database technology which limited the number of columns they could have, and had poor integration with current technology (such as dialers) - but then again CH made effective use of C4 for a very long time.
C5 was developed out of house from guidance of the C level management at the time (all prior to current CEO.) Once complete, they put their own in-house developers onto it to make improvements, build reports, etc.. To my knowledge, there are quite a few developers working on C5 at CH.
