Slight correction..
So no, they must always inform, but they might not have to ask permission first as long as they are within their agreed (or default) issuing capacity.
Meaning they could issue shares without you knowing, for a short time before they formally announce to the market. But the time difference between issuing to announcing must be kept short (hours, not days).
