You can't judge management by the share price movement. Judge the company's management by the company's metrics. Sales, Costs, Customer churn, Employee satisfaction, Profit etc. These are the metrics they control. There is often a disconnect both ways between co performance and SP - that's how you make $$$.
If you want to punish management for the SP decline of 20% in 2017 - how big a bonus would have you delivered when the stock climbed from 30 cents up to 90 cents in 2016? According to your logic, the same management was amazing in 2016 and terrible in 2017.
