It's pretty clearly written.

You could claim it is not an 'exploration release' but it is clearly stated that the scope of the JORC reporting system includes (see page 5, item 6):



I believe as soon as you are announcing any sort of public report of any form of exploration you need to detail how that occured which is found as table 1. All it does it say how it was sampled, how the weights were accomplished, how wide is the region etc.

currently all they've stated is that they found gold nuggets. They haven't said what area, what techniques were used, how the weights were measured etc.
