My hypothesis of crossing at WAF is: a gold hedging funding is looking to buy some future producing mine. But his fund regulation prevent him to buy at price higher than mine's JORC estimate. Knowing the fund is ready to loadup more on next resource release, his broker is accumulating on the fund behalf in same wholesale registry/equity management. When the fund gives signal to buy, broker just cross ownership of these share from one hand to other, pocket some profit.
Other reason for accumulation on 1 account and crossing it to other account is to hide large fund intention, thus allow to accumulating at lower price.
