If CNNC has a liability, they will have to pay it. The Administrator is required by law to ensure everything is in order otherwise they themselves become liable. The Administrator may request payment, contra the liability against a receivable or even require them to forfeit some of their holding to settle the liability if they refuse the other 2 options. In the later case they would make an application to the court. The Administrator has significant power.
