    True DH. I'm also thinking that the extension will have a lot of SH who havent taken up yet. Waiting a bit longer to see what will happen. If this is the case they may miss out if an outsider grabs a wad. Also,It is only an expression of interest. Peter will want to unload any left overs ASAP so he can get things moving so will collect names and act on closing.
