Yes they are shorting. Has been discussed before. They borrow the shares to open short (and become substantial holder) no cash exchanged except nominal fee and then buy on market lower price to return them to close short (and get off the substantial holder list). They pocket the difference between the price the shares were when they borrowed and when they bought them on market to return to who the actual real owner is (say a pension fund for eg)
