    I think, and I could be wrong (most often am!) 15% is the amount per year they can issue without shareholder approval. From what I've seen companies will often issue more than that and at the AGM put a resolution to approve the issue of stock exceeding the 15%. Seems odd that they're allowed to get retrospective permission from shareholders, but it happens
