Its a sign that the price of the stock has bottomed. Even on an ugly day like today, it has hardly moved. I reckon it represents excellent buying opportunity if you haven't got exposure. And if you have exposure at higher prices, its a good time to average out losses by buying at this sorts of levels. It looks like there is good support.
It is unlikely that RMD is interest rate sensitive in many structural aspects unless it is highly geared.
