Wrong. They could not raise more than they did via investors like RCF as they had reached their limit for the year, so they offered it to retail investors instead. The CR shares offered were all snapped up.
Secondly the share price was 1.7c not 2c at the time of this CR (at 1.5c) and it had been as low as 1.5c during that and the previous days trading. Even then it was only bought up to 1.7c close to the close with little supporting it.
Where do you get such rubbish.
