Excluse my ignorance but why was there no info under persons votes affected and number of securities affected for SLR whereas the notice from IGO did include this information?

Is that normal that top holders wouldn't be offered to participate in the share placement? I understand they don't come under the banner of "professional and sofisticated investors." I wonder if either gives a damn about the dilution or not. I thought they would have, especially SLR.
