My understanding was that the IUP-OPK certification (Mining Business License for Specialized Operation and Production) that would allow GMC to stockpile and process manganese, would also allow them to sell the untreated ore - http://www.putranto-alliance.com/en...ess-advisory/mineral-processing-plant-smelter

Some of the submission requirements for obtaining the permit include offtake agreements, feasibility study and a list of expert project staff. Perhaps it explains the early hiring of staff, if GMC are already in the process of applying for the permit?

They've already ticked off a number of the required documents, but I think the big one they need is a recommendation from the governor or local authority - which appears to be the DKPM in our case (Department of Mines and Energy).

KPR received this recommendation in March 2015, before going into administration - https://hotcopper.com.au/threads/ann-dkpm-recommends-permits-for-export.2477394/?post_id=14922922

In May 2015, when GMC had "secured" another US$20m from another investment group, they were expecting production to begin early 2016 - https://finfeed.com/mining/gmc/gmc-...-its-indonesian-manganese-alloy-hub/20150512/

Purely speculation, but I would think after 2 years of failing to get a manganese project off the ground in Kupang, the local authorities would be doing everything they can to speed up the process and finally see a successful producer. It should be no issue getting this recommendation, and hopefully also the smelter license / export permit.

I've also finally found a profit estimate for selling the untreated ore - $150-200/tonne - which came from @The Mole about 6 months ago. Perhaps he could shed some more light on this? https://hotcopper.com.au/threads/simon-youds-latest-video-on-kpr.2212200/page-13?post_id=20639693

Some other important questions are how much raw manganese would GMC be allowed to export? And who would be the buyer?
