This was initially in the T&C, then removed and a few reps both here and on other sites have said it doesn't occur, but my experience is I get charged 10MB every time I use the app, even if it is multiple units of only 1-2MB.

Just means you need to switch data on and off when roaming, otherwise background data will chew up charges. (And 24x10=240MB or US$7.40 a day on current topup rates)
