The 'infrastructure' was built with 16 mtpa in mind. So the port, rail or rail loading will not have an impact on the overall production. The limiting factor is the mine, and the processing facility, this is designed for 8 mtpa. No bottlenecks should exist in the shipping and handling infrastructure, and this should all be package plant (ie. zero should be expected). If the front end loaders are not loading fast enough they would just add more loaders and load more cars simultaneously. All of the trouble mentioned in the reports was in the processing of the ore, it was too hard and they had to fix crushers and add new thickeners etc.
