As I understand it ASIC wanted a vote for the shares because Force and GTT where related parties and wanted new shareholders to vote on it. As I have read it the shares will be issued for free to brokers that got investors to apply for stock so there will no extra capital going into the company as someone else stated.
If they do issue the shares I think they would be escrowed for two years. Hope that helps
