I agree. I think "if you believe" is the critical point here pkn.
There would seem no other reason that any prospective JV partner (and surely they must be canvassing many to join them - if not then they are mad & unrewarded is on the right track) has not elected to go forward given their continuing extension of this 'massive' resource.
