Why won't it change? If a better product can be gotten elsewhere at a competitive price or cheaper which takes out the uncertainty that is the Chinese government that can change laws at a whim, this will be of benefit to western companies looking to secure supply.
Nothing changes until it changes, It will happen IMO, just EV demand needs to increase before it does.
