As I read it the NEW substation refers to this ( palmtrees first post in this thread)

If you then refer to the document/application you linked to on 22/2
item 13 notes a reference to the " 500metre cut in" and items 18 to 26 seem to explain my theory.

In my mind there is no urgency to this application as it refers to the new substation which is probably 18 months away anyway and the 500 metre cut in seems to be all we need to connect the first 200mw at least and maybe 2nd 200mw as well.
That application document is a good roadmap of where we are and how we got here for the EWC Phillipines Power Plant.
Now if you could just unearth something similar for Sengkang LNG.
