The prospective SI is simply going to agree to purchase $2M at either:

1. Price X (at say 1.5c); or

2. At a 25% discount to 15 day VWAP following the lifting of the suspension.

The market will converge to what ever price the SI sets as per 1 (as there will inevitably be another CR for shareholders at this price).

If it was as simple as just suspending trading to protect the VWAP (enabling companies to raise at a lower cost of equity (higher share price) than all companies would just go into suspension).
