Although I aren't in possession of any facts, I have had strong suspicions that exactly the scenario you describe was undermining Moto's efforts. While it seems that they have negotiated the worst of it, things still seem a bit tense, hence the SP weakness. I guess most long termers entered MOE expecting that these things could and would occur and accepted the risk attached. Cheers.
