Yes gralia, that is my point. It was cheaper for them to have White Sands drill the permit as they were paying a premium.
But because White Sands went broke, those who farmed out lose their farm in premium, so therefore have to share a higher proportion of the costs again.
So yes, it did cause the delay. Pity, but that's the way the cookie crumbled in this situation.
