Well in 25 years trading its one of the oddest things I have seen. Maybe something is brewing, but possibly not imminent. Would be a better look to have a decent time gap between the issuance at 3c and whatever it turns out the funds will be used for. Whatever the case, I bought in at 0.006 , after all more upside potential than downside given the placement price. I will wait patiently to see what transpires.
