WIPO clearly doesn't remove the role of legal advice as a slight mistranslation can make a patent unworkable and worthless - there'll still be the role for an expert reviewer. It might however reduce what can be charged significantly if they are charging for just review/advice/tidying up/lodgment without translation which I would imagine is quite a lucrative additional charge. Of course if the cost of patent transfer is less there may also be greater demand!
