It's certainly a possibility but I am inclined to think the Dr is going to concentrate on projects in Africa.
Because 1) China giving billions in aid to African countries.
2) More likely to be able to use Chinese labour which is many fold more efficient than that in Australia.
He had his fingers burnt with Australian Union labour when he headed Citic Pacific.
