I think that the State Government would like the whole thing to come to nought as they look like they have been trying to bring big bad Linc to justice but are afraid of what may come out if it all goes ahead.
They could look like they are also responsible if it was proven that there was in fact contamination.
If the court cases don't go ahead they will be able to claim the moral high ground.
